Mi client wants me to creat a Web-App with In5 but he only wants it to be used in phones  NO IPADS or TABLETS. Does de web app work in any mobile device? or only is it only for ipad or tablet.  Thank you!

Yes, you can export a web app with in5 to use on phones. The Output you would select in the Export HTML5 with in5 dialog box (in5 > Export HTML5 with in5...) is "Multi-device Web App (iPad, iPhone, Android)."
