How to create a sticky menu ?

How to define a group of frames that will keep the place on top during a scroll through a long page ?
For example, a menu with links to anchors that will stay on top (or on a side) during the scroll.

This can be done with the Fixed Position Element widget (and you can make the menu easily with the Menu Builder).
