I looked at the file in depth and remembered why this is an issue.
If the hyperlinks are overset (as in the case of a scrollable frame), they don't have a position on the page (they're essentially off page), so InDesign cannot provide a position for the link that sits on top of the image. This position is needed for hyperlinks when they're rendered as images (but not when text is rendered as HTML).
Instead of a scrollable frame in this case, I would suggest adding one more State to the MSO, and a "more" button at the bottom of active state that takes you to the "more" state.
