I have an HTML5 project I need to complete this week... would like to buy only one month of PRO level to create responsive page for clients wifi welcome page opt-in... can I do this and where does one activate and deactivate a license? If I find more work to employ in5 I will continue keep the license active...

Thank you for your interest in in5. 

You could purchase a plan on a month-to-month basis and cancel at any time if this is your only HTML5 project. If you find that you have more HTML5 projects, then you can switch to the annual plan to take advantage of the 50% off savings and get a pro-rated credit for the unused time on the monthly plan.
 
You'll need to make sure that you choose a plan that is billed monthly and notify us before you wish to cancel or if you'd like to switch to the annual plan. 
For a flexible layout using Desktop Scaling, you could use Pro; however, if you need to create a responsive layout using alternate layouts, you'll need the Gold plan​. Here's the comparison of features per plan.

The converted files are yours to keep even after your subscription ends. To make updates and re-export from InDesign, you'll need to have an active subscription.
