It might be a little harder to locate. It should be in the same place, Window > Other Panels > Queasy Tools; though, to make things slightly more confusing, Adobe added an "Extensions" menu item. Don't let that throw you, it seems to be for Adobe-made extensions. The other possibility is that the extension manager has not properly installed the extension package. I have noticed some issues with the CS4 extension manager myself.
